Abstract
Legal and administraitve decision making are characterized by conflicting laws, statutes and internal regulations making the process extremely difficult to formalize. Defining strategies for modetling priorities and their allocation is of major importance in such an environment. Modal logic and multiple-valued logic are therefore used in our approach to design a priority-oriented model.
