This article is based on the outcomes of the first part of the TSER/HEINE project. These outcomes have been published in national reports by each of the eight research teams involved in the project. In addition, the outcomes have been used to prepare a report for the Dutch Ministry of Education, Culture and Science, including also the ‘non-HEINE’ countries Denmark, France, Germany and Sweden (Gornitzka, et al., 1999).
