Director of Research Planning for the Institute (1977–82) and Deputy Director of a major study of federal aid to education, conducted for the United States Congress (1974–77). Has had extensive experience in educational policy and research, evaluation, and international education, and in basic research on psycholinguistics, and learning theory. Recent publications relate fiscal, regulatory and research issues to the analysis of public policy.

This study is a revised version of an article entitled ‘Some legal and research considerations in establishing Federal policy in bilingual education’, published in theHarvard Education Review, Vol. 52, No. 2, May 1982, pp. 149–68 (© President and Fellows of Harvard College).
