Abstract
With a review to the thirty years of development of Hainan from the establishment of the provincial special economic zone to the construction of an international tourism island and a pilot free trade zone, the theoretical analysis and practical validation of relevant problems are explained to summarize experience and lessons and make suggestions for future development.

The causality dilemma of “the chicken or the egg problem” refers to the problem that “which came first, the chicken or the egg?” This dilemma is not helpful for solving real problems, and may lead to misleading our mind and behaviors and a waste of opportunity for development.
