Abstract

Any consideration of research and development needs must be based on an assessment of past work and the level of current knowledge. When the discussion appertains to welfare, it must also take into account possible differences between laboratory conditions and commercial practice. Because of pressure from welfare lobbies, governments will eventually be forced to make decisions, and possibly to introduce legislation. It is not only important that these decisions are based on scientific evidence, but also that the evidence is appropriate to the context.
