„Neuartige“ Urbanisierung im Hinterland: Reformen, Experimente und Reaktionen im ländlichen Chongqing

Zusammenfassung:

Der chinesische Staat setzt mit dem „Nationalen Programm zur neuartigen Urbanisierung“ die Rahmenbedingungen für die Entwicklung des städtischen und ländlichen Chinas von 2014 bis 2020. Das Programm zielt darauf ab, die Verstädterungsrate auf 60 Prozent anzuheben, Stadt und Land koordiniert zu entwickeln, Industrie und Landwirtschaft zu modernisieren und das System der Haushaltsregistrierung schrittweise zu öffnen. Im Fokus stehen kleine und mittelgroße Städte. Lokale Experimente und Reformen in Chongqing bieten Einblicke in mögliche Auswirkungen der staatlich gelenkten Urbanisierung sowie in den Prozess der aufholenden Modernisierung, wie sie vom chinesischen Entwicklungsstaat betrieben wird. Anhand problemzentrierter Interviews werden die Erfahrungen der betroffenen Bevölkerung mit dem Prozess der Urbanisierung in situ, ihre Sichtweise auf Reformen des Systems der Haushaltsregistrierung, das Stadt-Land-Gefälle sowie Unterschiede und Gemeinsamkeiten zwischen städtischer und ländlicher Bevölkerung untersucht. Dabei zeigt sich, dass Urbanisierung im Hinterland ein langwieriger, Generationen umspannender Prozess ist, der zum Teil außerhalb des offiziellen Plans erfolgt oder sogar direkt gegen denselben verstößt. Veränderte institutionelle und politische Rahmenbedingungen sowie eine lokale Perspektive auf den Prozess der Urbanisierung bewirken eine Aufwertung des Landlebens.
