Revival of the Village of Amderma in the Context of the Spatial Formation of the Nenets Support Zone in the Arctic

Abstract

The study is devoted to the relevant topic of the revival of settlements in the Russian Arctic. The article analyzes the possibility of a typical northern village of Amderma, now in a depressed state, to become one of the key points of the Nenets support zone of the Arctic zone. The place of the settlement in the urban-planning framework of the system of settlements was determined in accordance with the comprehensive Territorial and Spatial Development Strategy of the Russian North. According to the classification of settlements of the North including a base city, a support settlement, a shift station, habitats of indigenous peoples, Amderma in the settlement hierarchy has the potential to become a “support settlement”. The settlement must provide conditions for the normal life of its population, be included in the infrastructure of the Northern Sea Route. In addition to the Spatial Planning Scheme for the Nenets Autonomous Okrug, a number of infrastructural objects are proposed, aimed at the sustainability of the development of the village. The concept of improving the functional organization is given: reduction of a number of zones, dismantling of dilapidated, emergency housing stock, development of public spaces, etc. The proposed approach to the reconstruction of Amderma is based on the principles and methods of architectural and urban planning in the extreme climatic conditions of the North.
