Pretoria-Tshwane: Past, Present and Future Urban Changes

Abstract

Pretoria-Tshwane, the name used in this chapter for the administrative capital of South Africa, symbolises the merger of Pretoria and the former Tswana homeland border towns to the north-west of the main city and the more recent incorporation of the Metsweding rural districts into the City of Tshwane Metropolitan Municipality. The chapter starts by tracing the roots of this former bastion of racial segregation to its founding in 1855 to show how the heritage of apartheid planning continues to determine the layout and growth of the city. It is demonstrated that contemporary urban processes spatially elevate the divisions between black and white and rich and poor citizens. It is further emphasised that the city is stretched out between the economic magnetism of Johannesburg in the south and the under-development of its northern regions. While spontaneous urban growth towards the south is indicated it is advocated that the upscaled development of the northern periphery of the city is beyond the capacity of the Pretoria-Tshwane local government and that it requires the intervention of higher levels of government. It is concluded that although the broad challenges of a post-apartheid Pretoria were foreseen the consequences of rapid urbanisation, uncontrolled sprawl and increasing socio-spatial demands have not been predicted.
