Prior to coming to Rutgers he was Director of Social Science Research at Bell Communications Research (Bellcore). His several books and more than 30 articles have examined the policies and social issues involved with advanced technologies. His most recent book, Connections, from which this article is taken, is forthcoming from Transaction Publishers.
