The director's employment contract as a tool for improved governance

Summary

Adequate governance, including the distilling of public values, is the weakest link in public administration8. The board process will tend to regress toward the trivial and the short-term unless strong measures are taken toward establishing board discipline and procedures. Rather than develop skills for the manipulation of board weaknesses, executive directors should invest in board sophistication. This is a risky process since executive directors themselves are scantily trained in either management or governance. Setting a progressive philosophy of board operation into contract language which is binding upon both the board and the chief executive offers a method by which mental health centers might help themselves to better governance.
