One of the main causes of the arising problems in the world is the population explosion, which will have encrmous consequences in the remaining part of this century. This phenomenon strongly affects the process of urbanization.

If in principle we want to stick to market areas having the shape of regular polygons, only triangles, squares and hexagons are possible. While for the minimization of transportation costs hexagons are slightly superior to squares, this is probably counterbalanced by the advantages of a rectangular road system.

Mathematical and statistical methods designed to project the consequences, in a given economic setting, of any intervention in one sector of a group of interrelated activities, on ail the others, while preserving an internal balance within the group based on a given set of assumptions. Similar mathematical and statistical approaches are beginning to be used in city and regional planning, transport planning and in construction programming.

Amongst the studies which deal with problems of implementation may be cited the following: Urban Leadership in Latin America, Report of the Eagleton Institute of Politics to USAID, (mimeographed, undated ca. 1963); La Institucionalizacion de ia Planificacion Municipal, Conceptos y su aplicación en la América Latina, Trabajo preparado por Dr. Salvador M. Padilla, Banco Interamericano de Desarrollo, Washington, D.C. January 1966; A Program for Urban Reform and Development in Latin America, Regional and Urban Planning Implementation, Inc. Cambridge, Mass. January 1964 (Three Volumes, note particularly the volume on Recommendations). However, all of the above are broad and general surveys rather than studies in depth. A major study of this type is now underway in Venezuela (by CENDES). The Institute of Public Administration has conducted field studies of urban government in 13 countries on a world wide basis and in 1967 submitted to the UN a report on Administrative Aspects of Urbanization which has not yet been released. The proceedings of a Meeting on Municipal Financing in Latin America held by the Inter America Development Bank in Washington, D.C. in 1965 provide significant information on financial aspects of implementation.

A detailed study of urban land policies in 10 South American Countries has been recently completed for the United Nations by Dr. Jorge E. Hardoy and a research team. Some of the findings were presented in a paper ‘Aspectos Generales de la Urbanizaciôn en la América del Sur’, delivered by Dr. Hardoy, before the Seminario Sobre Aspectos del Proceso de Urbanizaciôn, held in Bogota, Colombia In October 1967 under the auspices of the Centro Colombiano de la Construccion.
