Abstract
Environmental security becomes a key objective in a long-range environmental policy. The fast rate of global environmental change, on the one hand, and the signs of exceeding the earth’s system limits by humankind, on the other, are now increasingly considered in terms of human security and viewed as a much more urgent and important future challenge than the issue of war and peace, especially since the end of the Cold War. This view is widely shared, including the developing nations (UN, 1992; Bjork-bom and Svedin, 1991; Soroos, 1989; Young, 1989).
