Abstract
The EU has developed an impressive catalog of internal Lesbian, Gay, Bisexual, and Transgender (LGBT) norms. It has also been able to express support for those in multilateral fora and bilateral relations with third countries. The linking and conditioning of EU association and aid agreements to respect LGBT rights has become a contentious issue in recent years. Yet less attention seems to be paid to the EU’s international promotion and the effect this has on its cooperation partners and—practices. This chapter analyzes the means by and the degree to which the EU is able to internationalize its progressive policy stance in other intergovernmental organizations, in bilateral/multilateral aid and trade agreements, and in other negotiation arenas.
