Abstract
Like most providers of national postal services Australia Post (AP) is obliged to provide a universal letter service which includes a standard domestic letter service at a uniform price. Despite this requirement, AP is also expected to operate on a commercial basis. Since 1989 management has been given considerable discretion but has also been required to pay all relevant taxes and to return dividend payments in accordance with its financial plan.
