Abstract
Jiaxing Municipality is located in the southeastern part of China’s coastline and in the center of Yangtze River Delta. It abuts on Shanghai to the east, Suzhou to the north, Hangzhou to the west, and Hangzhou Bay to the south. It covers a land area of 3,915 km2 and has a population of about 3.3 million.

For instance, if A enterpirse treats 1 tons of SO2 at a cost of 1,000 yuan, and B enterprise does it at a cost of 2,000 yuan, B can buy the emission from A enterprise at a price of 1,500 yuan and save 500 yuan.
