Abstract

IN THE 1970s, people in Portland, OR, biked not much more than people in the rest of the United States. Over the ensuing forty years, the city invested about $60 million in cycling infrastructure—enough money to pay for about one mile of urban freeway. Now, people in Oregon bike to work at a rate that is more than fourteen times the national average.181
