Abstract

LEVEL OF SERVICE is the system that traffic planners use, often exclusively, to determine the success of a street network. Level of Service (LOS) rankings run from A to F, with A representing unimpeded flow and F representing bad delays. Clearly, gridlock must be avoided, but beyond that, we must ask ourselves: what is the target LOS for a healthy downtown?
