Abstract

Every government tries to reform planning, and this government has tried harder than most to simplify it, eliminating thousands of pages of regulations, cutting out the regional layer and creating a new layer at the neighbourhood level. Yet, as of October, only 59% of all local authorities had managed to adopt local plans, and complex projects can take from six to 12 years to move from inception to grant of planning permission.
