Abstract

In 1990, the New York City authorities closed 42nd Street to traffic. By doing so, they took an important route out of the city’s road network. Many thought this would result in an enormous mess with many traffic jams because it was such an important thoroughfare. The opposite was true however. The traffic flow in the entire area improved.1
