Abstract
As the political struggle in Poland continued into 1981, the Western alliance pursued a two-pronged strategy of warning the Soviet Union against intervention and supporting reform in Poland through economic and diplomatic means. However, there was considerable uncertainty in the Western camp about the likely direction of future changes and whether reforms would succeed.
