Abstract

Housing reform in China constitutes a major part of a wider economic reform. Over the last 15 years, major cities such as Shanghai, Beijing, Guangzhou and Shenzhen have experimented with various reform packages, with the common goal of transferring the ownership of bulk state housing properties now in the hands of state-owned enterprises or housing bureaus to individual consumers. These housing experiments met with varying degrees of success, with some achieving a higher degree of marketization than others. The focus of housing reform is to recapitalize public sector housing and make the housing supply available through the market.
