Abstract
The story told in this book is one about public policy adjustment to environmental and economic change. The phenomenon analysed and partly explained is the outcome of such adjustment activity at the national level.
Drafts of the chapter were presented at the Roskilde University Centre, Department of Geography and International Development Studies research workshop in Gilleleje, Denmark on 9 December 1998 at a seminar co-sponsored by the Department of Political Science and the Centre on Development and the Environment at the University of Oslo on 22 April 1999.
