Abstract

At the outset of this book, I asked two questions: What are the variables that support the implementation of grass-roots democracy goals in Vietnam? And, what impacts does the implementation of grass-roots democracy have on the party-state apparatus, state-peasantry relations, cadre-peasant relations, and ultimately the CPV as the ruling party in terms of its legitimacy, governance, and political control? Findings from three case studies demonstrate the political dynamics of grass-roots democracy in Vietnam’s one-party state.
