Lessons for Japanese Foreign Aid from Research on Aid’s Impact

Abstract

Japan has provided foreign aid for some 60 years. Japan’s aid has grown and evolved as it became richer and as the developing world changed too. Japan is a strong supporter of the Millennium Development Goals (MDGs) and revised its ODA Charter in 2003 to place poverty reduction at the center of aid policy. Japan’s concept of human security is even more relevant today than when it was first conceived; conflict, natural disaster, and climate change threaten to reverse humanity’s progress. Now, with 60 years of experience behind it, Japan is evaluating its aid policy and modalities, and asking what contribution it can make to the developing world after 2015.
