Abstract

This chapter reviews the material of the preceding chapters with a view to answering the original question about the nature of OMCGs and their criminality. We point out that the secretive and dangerous nature of OMCG activity makes it very hard to study them in detail. Nonetheless, we reach some conclusions about their activity. Despite their similarity they are a varied and complex phenomenon that cannot be explained by a single theory. However, they share characteristics that are relevant to policing strategies. They are not classic organized crime and should not be treated as such. The best responses are flexible and holistic policing strategies that address the crimes committed by members.
