Abstract
The United States’ record in advancing educational opportunity beyond high school has been unimpressive for decades. The supply of college-educated workforce has been stagnant since 1980 and American’s average years of schooling by age 30 has remained at 13, just above the high school diploma level (Goldin and Katz, 2008). The United States, once-world-leader, is now being surpassed by many member nations of the Organisation for Economic Cooperation and Development (OECD) in postsecondary enrollment as well as degree attainment rates.
