Abstract

Formally speaking, there is no such thing as eldercare in Norway. The eldercare services provided by the municipalities are legally and organizationally part of the general health- and social services available to all in need of these services, regardless of age, gender, diagnosis, wealth, place of residence, or other criteria. Facing the “Aging Society” such a universal and solidarity perspective is of great importance, both to ensure that the elderly have equal access to health- and social services as the rest of the population does, and to secure support for the welfare programs across all generations.
