Abstract

The accident at the Fukushima Daiichi nuclear power plant highlights the urgent need for strengthening regional cooperation among the Republic of Korea (ROK), China, and Japan. From the perspective of geopolitical proximity, the nuclear safety and emergency response mechanisms of the three countries should be considered regional public goods rather than subjects of national interest.
