Abstract
The primary purpose of this chapter is to trace the stated mission of the Department from 1964 to the present (2013). For the most part it does not seek to assess the extent to which it adhered to its stated mission or to evaluate its effectiveness: that is for later. Nor does it seek to put the Department’s stated mission in the context of contemporary development theories or thinking, for which the reader is referred in particular to Chapter Five.
