Abstract
’Agriculture cannot expect to take an increasing share of public resources; in the rich sixties, we could perhaps afford that, but in the lean eighties, we cannot.’ When he framed the issue in this way about one month before the adoption of a wide-ranging package of decisions on agricultural policy in March 1984, Claude Villain, the European Commission’s Director-General for Agriculture, expressed the view of many experts and policymakers: a long overdue reform of the Common Agricultural Policy (CAP) to control the financial consequences of over-production that were threatening to derail the Community’s budget had become inevitable.
