Abstract
Though most Brazilian states are exploring the use of public-private collaboration in infrastructure, large states have been able to launch the most significant subnational initiatives, with those in the southeast taking the lead (table 5.1). That these relatively large and prosperous states have developed programs and projects and the smaller or less developed ones have not suggests that a critical mass of resources and institutional development shapes outcomes in a major way. But state-level programs are vital components of Brazil’s overall experience with public-private initiatives.
