Abstract
The aim of the study is to analyze the Lombard, model of governance and to highlight the most important factors behind its success. To investigate the situation in which it was possible to introduce the principle of subsidiarity, we look at the enhanced possibilities for the Italian regions. Although autonomy is not as significant as was demanded by the region, it is sufficient to develop an “own governance” model at least on an experimental basis.
