Abstract
Much of the Western analysis of Russian economic policy in recent years has focused on the heavy hand of the Russian state in large-scale firms that operate in strategic sectors of the economy.1 However, alongside the renewed Russian state interest in the commanding heights of the economy there have been notable efforts by the government to de-bureaucratize the environment for small business formation and development. Launched in 2001 with the adoption of the Law on the Registration of Juridical Persons, this initiative has gone through several iterations and is now one of the most high-profile policy concerns of the Putin-Medvedev tandem.2
