Abstract

As we saw in the previous chapter, one central theme of the FER is that the team leaders should be the main focus of action in each of the Treasury’s areas of business; they should have the responsibility for taking forward the Treasury’s activities, and the means to do so. Most of these team leaders are, in civil service parlance, Grade 5s, formerly Assistant Secretaries. With the delegation of gradings in 1996, these titles are now strictly obsolete: in the Treasury, team leaders are now band F, their deputy directors G, and their Principals E. But, like many civil servants, we have tended to use the old titles.
