Reforming Social Security under Lula: Continuities with Cardoso’s Policies

Abstract

During the 1990s Brazil witnessed an incremental process of mini- reforms in the social security system that, though important, cannot be considered a structural change from a public toward a private system. A sequence of changes in some procedures and rules amounts to a gradual reform within the current system, without major ruptures. These changes were inspired mostly by the government’s goal of reducing the financial and actuarial disequilibria in the public pension sector. External influences also affected reforms in social pension systems. This was the case of the World Bank and the IMF recipes to privatize social security systems. Financial crises, especially during 1997–1999, made Brazil more vulnerable to the conditionalities of international agencies.
