Abstract
Retention is a major issue at Texas Southern University (TSU), as it is at most universities. As a historically Black public institution that has an open admissions policy, the effort to increase retention rates occupies considerable attention. This chapter is based on an institutional study of a planning process designed to improve the retention of freshmen at TSU.
