Abstract

After serious allegations of partisanship and a major fraud scandal in the 1989 elections, by 1993, the National Electoral Court (CNE) had recovered its credibility and was considered by all parties a legitimate institution to oversee the electoral process. Political parties had agreed to strengthen the Electoral Court by incorporating highly qualified individuals as members.
