Legitimacy in the USA

The question of legitimacy plays out differently in the USA and in Europe. To take one rather extreme US view, we may quote the Under-Secretary for Disarmament, now US ambassador to the UN John Bolton who says ‘it is a big mistake for us to grant any validity to international law even when it may seem in our short-term interest to do so — because, over the long term, the goal of those who think that international law really means anything are those who want to constrict the US’ (Tucker and Hendricksen, 2004: 4).
