Abstract

The resolution of the Council and the governments of 22 March 1971—adopting the proposal made in the Werner Report—invited central banks, from the beginning of stage 1 and on an experimental basis, to hold exchange rate fluctuations between currencies of member states within margins narrower than those resulting from the application of the margins in force for the dollar.
