Interpreting Convergence in the European Union

Abstract

By focusing on the implementation and monitoring of the first CSF (1989–93), this chapter examines the degree to which the main features of the local institutional infrastructure in the Northern Aegean Islands region (chapter five) have affected the institutions and policy adaptation processes within the European structural policy. Given, however, the innovative character of the CSFs as a step forward in the integrated approach and the generally poor results of the implementation of the first CSF in the region, the evidence from the implementation of the Aegean IMP and the initial phase of the second CSF (1994–99) is assessed to make an overall comparative evaluation of the adaptation process over a longer period of time.
