Abstract
Smith’s assessment of the development of constitutional government in Britain was consistent with his thinking about the democratic process. He drew attention to what he considered to be the necessary elements of liberty and which, with hindsight, we can recognise as being developed in constitutional practice in the two centuries that followed the American and French Revolutions.
