Abstract
During the last decade, increasing concern has been expressed about the ways in which children’s homes are managed by the first line of external supervisors within SSDs (SSI 1993, 1995a; Kahan 1994; Berridge and Brodie 1996). Interest in these arrangements mounted against a background of rising costs and disclosures of malpractice within certain homes (ADSS 1997). In short, trust had waned in the capacity of professional supervisors to regulate the quality of children’s homes and act entirely with competence and good faith. As a result SSDs have faced growing demands to reform line management (DH 1992; Green 1995). Central to recent policy and guidance is the goal of moving away from professionally led or ‘custodial’ modes of supervision towards practices similar to those found in other sectors.
