Abstract

From its inception in the 1950s until the end of the east-west conflict, Germany’s policy on development aid has shown a strong national bias. In addition to the country’s interest in trading with developing countries and the wish to internationally isolate the German Democratic Republic (GDR), the focus on development aid seemed particularly useful for restoring Germany as a partner in international politics. This coincided with the expectation of the country’s most important allies, the United States and France, that the burden would be shared for the stabilization of the newly independent countries as compensation for their support of German security interests.
