Abstract
This chapter approaches the question of Japan’s persistent current account surplus from yet another perspective. It focuses on institutional, cultural and historical factors believed to be instrumental in enabling Japan to sustain such a surplus. With regard to imports, Japan is alleged to have perpetuated informal and invisible barriers, while on the export front, aggressive and predatory tactics have seemingly been deployed. In other words, Japan’s trade surplus is ‘explained’ by her ‘under importing’ and ‘over exporting’.
