Abstract
England and Ireland have been a problem to each other from time immemorial. Some proposed solutions have seemed for brief periods to be less unsuccessful than others - the Statutes of Kilkenny, the Penal Laws, the Act of Union (maybe one should now add the Downing Street agreement) - but none has ever, at least so far: early 1995, been more than a failure.
