Abstract

The last couple of decades have seen several innovations in the women’s prisons. On paper they look good. I am thinking in particular of the many educational initiatives, the personal officer scheme, the introduction of sentence planning, and the opening up of the prisons — to outside groups and prisoner work-schemes and home leaves. Unfortunately, many of those initiatives are now either defunct or exist only in name, on paper.
