From Suez to Operation Unicorn
From the summer of 1955 to the start of Operation Unicorn in October 1958, the Bank made numerous attempts to push to Stage Two, only to be rebutted in familiar tones by Overseas Finance and the Chancellor. The Cabinet reshuffle in December 1955, which sent Butler to the post of Lord Privy Seal and installed Harold Macmillan as Chancellor, made little difference to this stalemate.
