I have in the last four chapters identified some of the tensions that currently bedevil police-youth relations and suggested how they may be a consequence of an absence of democratic communication. But can this situation be rectified? Is it possible to construct institutional arrangements capable of making good the democratic shortcomings of managerialism and improving relations between the police and young people?
