Regulation for Ethical Purposes: Medical Research on Humans

In this chapter I discuss the idea that ethics can be regulated, first in theory, and then in the light of the story of research ethics committees, which began as very unregulated regulators and have become highly regulatory and increasingly regulated themselves. I conclude with some reflections on future developments, taking the draft European Directive on clinical trials into account.
