Abstract
Preferences and history are the two variables identified in the first chapter of this book. Before moving on to specific case studies, it is necessary to sketch out the contours of these variables and their specificity within the EU’s Mediterranean policy. First, this chapter looks at path-dependent patterns. Past decisions, and also past behaviour, have contributed to the reiteration of certain patterns, which have turned asymmetries and hegemonic relationships into enduring features of the Euro-Mediterranean cooperation despite the innovative policy steps embodied by the Barcelona Process and the European Neighbourhood Policy (ENP).
